The "Encouraged Catalogue of Foreign Investment Industries (2019 Edition)" will be implemented
On February 1, the National Development and Reform Commission and the Ministry of Commerce issued the "Encouraged Catalogue of Foreign Investment Industries (Draft for Comments)", which clearly stipulates the encouraged specialized equipment for packaging and printing and the provinces and cities that are encouraged to attract investment in the central and western regions. The "Encouraged Catalogue of Foreign Investment Industries (Draft for Comments)" consists of two parts: one is the national encouraged catalogue of foreign investment industries, which is a revision of the current "Guiding Catalogue of Foreign Investment Industries", applicable to foreign investment projects in all provinces (regions and municipalities). The second is the catalogue of advantageous industries for foreign investment in the central and western regions, which is a revision of the current "Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions", applicable to foreign investment in the central and western regions, the northeast region and Hainan Province.
On June 30, the NDRC website published an article stating that the "Encouraged Catalogue of Foreign Investment Industries (2019 Edition)" has been officially released and will be implemented from July 30, 2019. According to statistics, several printing and packaging industries have been included in the national encouraged catalogue of foreign investment industries, and six provinces, including Shanxi, Anhui, and Jiangxi, are encouraged to develop the packaging and printing industry.

In early August this year, the Ministry of Ecology and Environment issued the "Guiding Opinions on Strengthening the Response to Heavy Pollution Weather and Consolidating Emergency Emission Reduction Measures" (hereinafter referred to as the "Opinions"). The "Opinions" clearly define the performance grading indicators and differentiated emergency emission reduction measures for 15 industries, including steel, coking, casting, glass, and petrochemicals. In principle, enterprises classified as A will not be the focus of emission reduction during heavy pollution periods, and the frequency of supervision and inspection will be reduced. This is the first time such a policy has been implemented compared to previous production restriction policies. It is reported that the 15 performance-graded industries include long-process steel, copper smelting, oil refining and petrochemicals, coking, ceramics, pharmaceuticals, alumina, glass, pesticides, electrolytic aluminum, lime kilns, coatings, carbon, casting, and inks. It can be seen that only the relevant ink industry is listed as a performance-graded and controlled industry, while packaging and printing is not included, and does not belong to the performance-graded and controlled industry, and does not belong to the graded management standards, and still needs to strictly abide by the emission reduction and related early warning plans.

In June 2019, the Ministry of Ecology and Environment and the State Administration for Market Regulation jointly issued the "Control Standard for Unorganized Emissions of Volatile Organic Compounds" (GB 37822—2019). This standard, jointly issued by the Ministry of Ecology and Environment and the State Administration for Market Regulation, is the first national standard to be issued. New enterprises shall implement the VOCs unorganized emission control in accordance with the provisions of this standard from July 1, 2019, and existing enterprises shall implement it from July 1, 2020. Local governments may implement this standard ahead of schedule upon approval by the provincial people's government, according to local environmental protection needs and economic and technological conditions. This standard stipulates the control requirements for unorganized emissions of VOCs materials storage, VOCs materials transfer and transportation, process VOCs unorganized emissions, equipment and pipeline components VOCs leakage control, open liquid surface VOCs unorganized emissions, as well as VOCs unorganized emission exhaust gas collection and treatment systems, and pollution monitoring requirements within and around the enterprise factory area.
The "Opinions on Promoting the Upgrading of Printing Services for Publications in Beijing to Serve the Core Functions of the Capital" was released
On June 24, the Publicity Department of the Beijing Municipal Committee publicly released the "Opinions on Promoting the Upgrading of Printing Services for Publications in Beijing to Serve the Core Functions of the Capital". Under the guidance of the Printing and Distribution Bureau of the Central Propaganda Department, the "Opinions" released this time by the Publicity Department of the Beijing Municipal Committee systematically plans the goals and paths for upgrading the printing services for publications to serve the core functions of the capital. The "Opinions" clarifies the guiding ideology, basic principles, and work goals, puts forward six key tasks, and formulates four supporting measures, aiming to promote the high-quality development of publication printing in Beijing in practicing the "four services". These "Opinions" aim to actively cooperate in the implementation of the "Guiding Opinions on Upgrading Printing Services for Publications in Beijing to Serve the Core Functions of the Capital", and to promote the continuous advancement of the printing industry in Beijing towards high-quality development.
Five ministries and commissions issued the "Opinions on Promoting the Greening of the Printing Industry"
In September 2019, the State Press and Publication Administration and four other ministries and commissions issued the "Opinions on Promoting the Greening of the Printing Industry" (hereinafter referred to as the "Opinions"). The "Opinions" point out that they will promote the improvement of the institutional mechanism for the green development of the printing industry, promote the construction of a pilot area for coordinated development of the printing industry in the Beijing-Tianjin-Hebei region, promote the construction of an innovation highland for integrated development of the printing industry in the Yangtze River Delta region and a deep-open connection platform for the printing industry in the Pearl River Delta, promote the accelerated development of new digital printing driving forces, promote the improvement of standards and technical support for the green development of the printing industry, promote the implementation and coordination of major projects for the green development of the printing industry, and promote the establishment of the China Printing Industry Innovation Fund. The publication of the Opinions will play an important guiding role in the green development of China's printing industry.
The NDRC ordered a ban on collective work stoppages

The "Regulations on Optimizing the Business Environment" will come into effect on January 1, 2020.
The "Guiding Catalogue for Industrial Structure Adjustment (2019 Edition)" was published
On November 6, the NDRC issued Order No. 29, publishing the "Guiding Catalogue for Industrial Structure Adjustment (2019 Edition)", which will come into effect on January 1, 2020. The Catalogue (2019 Edition) involves a total of 48 industries and 1477 entries, including 821 encouraged entries, 215 restricted entries, and 441 eliminated entries. In terms of the number of entries, the total number of entries has increased by 69, including 60 encouraged entries, 8 fewer restricted entries, and 17 more eliminated entries; in terms of revisions, a total of 822 entries have been revised (including additions, modifications, and deletions), with a revision rate exceeding 50%. Although the changes to the entries related to the printing, packaging, and papermaking industry are not large, they have been standardized to a certain extent, that is, the direction of enterprise development has been clarified, and it is necessary to develop towards scale and intensive development.
Three national occupational skills standards for printing were officially promulgated
In 2019, the Ministry of Human Resources and Social Security promulgated 24 national occupational skills standards, including those for industrial solid waste treatment and disposal workers. These 24 occupations cover environmental protection and resident services in the fourth category, "Social Production Services and Life Services Personnel," and chemical engineering, arts and crafts, light industry, printing, and construction in the sixth category, "Production Manufacturing and Related Personnel," of the "National Occupational Classification (2015 Edition)". Among the 24 national occupational skills standards, three relate to the printing industry: pre-press processing and production workers, printing operators, and post-press production workers. The "new standards" cover 14 major occupations in three categories within the printing industry, essentially encompassing the main occupations involved in industrialized printing. This is the first batch of national occupational skills standards officially promulgated in the printing field since the supervision and management functions of the printing industry were transferred to the Central Propaganda Department and the reform of the national occupational qualification system.
